This appears to be a placeholder bug that was filed during development of
Merlin (1.4).  There's nothing in this bug's description that either 
describes a problem or indicates specific work that should be done. I see 15
jdc votes for this bug, but no comments.  Again, there is nothing that I can
take action on.  I'm going to close this issue as "not a bug".  

I encourage those members of the JDC community who have voted for this bug 
to transer their vote to a bug which describes their specific concern or to 
file a new bug describing an actual problem.
